DevOps Standard Organizational Assessment Overview

Gartner predicts DevOps will reach production maturity between 2024 and 2027, making organization‑level DevOps assessments timely. In October 2023, China CAICT launched an organizational DevOps evaluation based on the “DevOps Capability Maturity Model” to improve technology management and governance.

The CAICT DevOps standard (ITU‑T Y.3525) is the world’s first international DevOps standard, finalized in July 2020. Since its first assessment in 2018, it has covered over 20 industries, with 104 enterprises completing 336 assessments by early 2024.

Participating enterprises report significant improvements: deployment frequency of 4–5 times per month, 30% reduction in delivery cycle, 100% test coverage, 7% fewer failures, and 54% shorter mean time to repair.

Accelerates the promotion and adoption of DevOps standards.

Major banks and telecoms have already passed multiple assessments (e.g., Agricultural Bank of China – 28 items, China Mobile – 22 items).

Assessment Types

Two levels are defined:

Domain‑level : targets business domains, product lines, or departments.

Enterprise‑level : targets the entire organization.

Sampling rules depend on the number of applications within the organization (e.g., ≤12 apps → 2 projects, ≤52 apps → 5 projects, ≤365 apps → 20 projects, >365 apps → 25 projects).

Targets are defined for Levels 2, 3, and 4, each requiring selected projects to meet specific criteria such as process compliance, coach numbers, platform engineering grades, and completion within three months after sampling.
