Overview

Seven ministries—including the NDRC, National Data Administration, and Ministry of Industry and Information Technology—have issued the National Data Standard System Construction Guide , aiming to establish a complete national data standards framework by the end of 2026.

Key Goals

The guide targets the creation of more than 30 basic, generic national standards covering data circulation infrastructure, data management, data services, training datasets, public data licensing, data rights, data pricing, and enterprise data‑paradigm trading. It also calls for demonstration cases, a standards verification and service platform, and the cultivation of third‑party standardization service agencies capable of assessing data management, evaluation, service capability, and public data licensing performance.

Construction Ideas

Top‑level design and coordinated promotion : Follow a top‑down design, ensure overall planning, and promote cross‑sector collaboration.

Problem‑oriented and pragmatic : Base standards on real‑world data supply, circulation, usage, and security needs to ensure practicality.

Application‑driven and innovation‑encouraging : Use real‑world applications to steer standard development and foster innovation for efficient data‑element integration in the digital economy.

Domestic focus with open cooperation : Meet domestic demands while actively participating in international standardization to promote interoperability.
