Unveiling China’s AI Model Delivery Standard: Boosting MLOps and AI Engineering

China’s “14th Five-Year Plan and 2035 Vision” emphasizes AI as a key driver of innovation, shifting AI from PoC to product deployment, where AI engineering depends on production operation management, and MLOps addresses challenges such as team collaboration, process chaos, and poor delivery.
The China Academy of Information and Communications Technology (CAICT) has been developing the “Artificial Intelligence R&D Operations Integration (Model/MLOps) Capability Maturity Model”. The first part, “Development Management”, was released in April 2022, and the second part, “Model Delivery”, has now been officially published.
The Model Delivery standard, drafted from May to September 2022 with contributions from over a hundred experts, defines five maturity levels—basic, professional, leading, excellent, and pioneering—and outlines a reusable, scalable model production pipeline that supports continuous integration (CI), continuous deployment (CD), and continuous training (CT) for AI assets such as data, models, and features.
The standard covers five capability domains—build integration, deployment, model testing, configuration management, and metric feedback—comprising 12 capability items, 32 sub‑items, and more than 300 graded requirements.
More than 30 organizations, including banks, telecom operators, and leading tech firms, contributed to the standard’s development, and their support is acknowledged.
The release marks a milestone in China’s MLOps model‑delivery stage, indicating progress toward higher‑quality AI engineering and broader AI scenario adoption.
