Following the State Council's State-owned Assets Supervision and Administration Commission's notice on accelerating digital transformation, large central and state‑owned enterprises have intensified cloud adoption, positioning digital transformation as a key task for the 14th Five‑Year Plan.

The Cloud‑Native Technology Practice Alliance (CNBPA), together with Lingque Cloud and XSKY, launched the fifth‑phase (2022‑2023) survey focusing on the impact of cloud‑native technologies on central and state‑owned enterprises.

The study continued the methodology used since 2018, examining containers, micro‑services, DevOps, platform engineering, cloud‑native networking, and storage, and collected 399 valid questionnaires covering finance, energy, telecom, automotive, manufacturing, logistics, real‑estate, and retail.

Key Findings

1. IT budget tightening : 67.67% of respondents have IT budgets below ¥10 million, yet AI and cloud‑native spend still occupy a significant share, reflecting a focus on cost‑saving and efficiency.

2. Preference for integrated full‑stack cloud‑native platforms : Enterprises favor turnkey, self‑controlled platforms that provide unified management, monitoring, and security across the stack.

3. Dual‑stack IT architecture : Over half of the firms adopt both ARM and x86 architectures, using a “one‑cloud‑multiple‑chips” approach to support domestic‑innovation (信创) requirements.

4. Platform engineering emergence : 27.24% of respondents view platform engineering as the most promising cloud‑native direction, aligning with Gartner’s prediction that 80% of software organizations will have platform teams by 2026.

5. Traditional storage still dominant : While distributed and software‑defined storage are growing, most enterprises continue to rely on conventional storage solutions, with data growth generally under 20 TB per year.

Overall, the survey indicates that cloud‑native technologies have become essential for central and state‑owned enterprises, with many already embracing dual‑stack IT and platform engineering to accelerate intelligent business innovation.

The report aims to provide guidance for enterprises planning their cloud‑native strategies and to support the broader digital transformation of the state‑owned sector.
