Ministry of Emergency Management Approves Baidu-Joint Key Laboratory for Big Data and AI Application Innovation in Emergency Management

China’s Ministry of Emergency Management has approved its first ministerial‑level key laboratory on big data and artificial‑intelligence applications, jointly created by Baidu, the ministry’s Big Data Center and Tsinghua University’s Hefei Institute, to advance smart‑emergency research, early‑warning systems, decision support and digital‑twin technologies for national disaster‑response modernization.

The Ministry of Emergency Management of China has officially approved the construction of a key laboratory focused on "Big Data and Artificial Intelligence Application Innovation", jointly established by Baidu, the Ministry's Big Data Center, and Tsinghua University's Hefei Institute of Public Safety Research. This marks the Ministry's first key laboratory specifically dedicated to big data and artificial intelligence in emergency management.

During the "14th Five-Year Plan" period, China continues to promote effective integration and deep application of information technology with emergency management business. Utilizing high-tech technologies such as cloud computing, IoT, big data, and AI to build "Smart Emergency" systems, improving the scientific, professional, intelligent, and refined level of emergency management, represents an important development direction for modernizing emergency management capabilities.

The laboratory will align with national emergency management development strategies and frontier data science research, addressing practical needs in emergency monitoring and early warning, supervision and law enforcement, decision support, rescue operations, and social mobilization scenarios. It will conduct innovative research on smart emergency brains and "data + emergency" applications using advanced information technologies including big data, AI, knowledge graphs, and digital twins, supporting national "Smart Emergency" construction and serving the modernization of China's emergency management system and capabilities.

Since the 2018 national emergency management institutional reforms, Baidu has actively explored and promoted innovative applications of AI, big data, IoT, and knowledge graphs in emergency management. Leveraging Baidu Smart Cloud's "Cloud Intelligence Integration" core advantages, Baidu has deployed smart emergency brains and "Smart Emergency" applications in key areas including natural disasters, workplace safety, emergency command, and urban safety, providing comprehensive emergency management capabilities including intelligent pre-event monitoring and early warning, whole-domain coordinated command during incidents, scientific decision support during events, and post-event analysis reports. Currently, Baidu has applied for over 180 patents in the smart emergency field and serves emergency management agencies at all levels.

In the natural disaster domain , Baidu's smart emergency system constructs an intelligent monitoring and early warning system through AI technology, integrating sensing methods such as satellite remote sensing, drones, video surveillance, and crowd positioning to intelligently identify disaster locations, affected areas, predict disaster trends and secondary disaster impacts, providing decision support for command and rescue operations, supporting disaster prevention and reduction work for multiple hazard types including forest fires, water and drought disasters, geological disasters, meteorological disasters, and earthquakes.

In the workplace safety domain , Baidu's smart emergency achieves round-the-clock intelligent supervision and early warning of enterprise safety production through data collection and analysis of IoT data, enterprise information, and enterprise public sentiment, identifying production safety hazards and helping enterprises improve safety, quality, and efficiency in production.

In the emergency command domain , Baidu's smart emergency achieves data aggregation from multiple sources and dynamic management of emergency materials, teams, equipment, and expert resources. It enables intelligent incident reporting, automatic dispatch, one-click outbound calling for emergencies, rapid mobilization of surrounding personnel and materials for rescue, and provides real-time routes and navigation. It also integrates internet data with emergency management department data to conduct comparative correlation analysis of historical disaster incidents, summarizing patterns to provide decision support for disaster disposal, post-disaster review, and disaster preparedness work.

In the urban safety domain , Baidu's smart emergency provides proactive risk event detection and early warning for engineering operations such as heating, gas, and water supply, as well as urban fire protection, addressing issues such as low intelligentization of information reporting and high workload of manual inspections.

This laboratory represents Baidu's role as an important supporting unit for the Ministry of Emergency Management's key laboratory, following their 2019 collaboration with the Ministry's Communication and Information Center to establish the first AI laboratory in the emergency management direction. This marks the first ministerial-level key laboratory in the emergency direction. In the future, Baidu Smart Cloud will uphold technological innovation to provide technical support for high-quality development of China's emergency management and contribute technological strength to building a safer China.
