The early stage (2012‑2013) was a “follow‑the‑development” mode, progressing to a “drive” mode in 2014 when JD went public and introduced SOX‑compliant project standards. From 2015 onward, the PMO deepened business‑technology collaboration, establishing a Business‑BP mechanism and a full‑lifecycle project management and control framework.
Key initiatives included the development of internal tools such as PMP and the Xingyun system to support agile practices, and the creation of a T‑shaped project‑manager capability model based on the PMI capability triangle, emphasizing professional skills, leadership, and strategic business acumen.
The model defines a competency ladder (junior, intermediate, senior, expert) and aligns with a performance assessment system that evaluates customer satisfaction, on‑time delivery, compliance, and weighted workload, encouraging innovation and high‑quality outcomes.
Facing VUCA challenges, the PMO adopts an open, empowering, and collaborative mindset, sharing best practices across JD’s multiple PMO teams, and promoting continuous learning, external engagement, and internal knowledge transfer.
