How Leading Chinese Enterprises Leverage DevOps Maturity Models for IT Excellence

Amid widespread digital transformation, enterprises adopt DevOps to boost IT efficiency. The "Research and Development Operations Integration (DevOps) Capability Maturity Model" series, led by the China Academy of Information and Communications Technology, offers strong guidance; leading firms use the model to assess and improve IT capabilities, integrate teams and talent, and better support business systems.

Enterprises that Completed DevOps Capability Maturity Model Assessments (8 Projects)

Tencent, Qunar, Xiangdao Mobility, Baoxin Software, Huarong Technology, Shenzhou Taiyue, Changjie Tong and others have successfully undergone the evaluation.

Other industry enterprises and their project counts are listed in the official DevOps assessment portal (data as of 2021‑12‑24).

Numbers represent the quantity of projects/modules evaluated for Continuous Delivery Level 3, Technical Operations Level 2/2+, Security & Risk Management Level 1+/2, and system/tool assessments.

Baoxin Software – Baowu Industry Chain Ecosystem Data Collaboration Platform

The project, part of the China Baowu ecosystem technology platform (ePlat), supports Baowu’s smart steel ecosystem transformation by enabling open sharing, collaborative connections, agile intelligence, and iterative innovation. It breaks internal data silos, integrates vertical data wells, and achieves digital operation interoperability, while externally offering platform, professional, and service‑oriented ecosystems for rapid steel ecosystem development. DevOps continuous delivery capabilities underpin this infrastructure.

After assessment, delivery frequency rose from one version per six months to an average of 4.87 releases per month per application, with 100% automated interface test coverage, over 85% unit test coverage, and a 97% automated deployment success rate.

Huarong Technology – Business Evaluation System 2.0

The system integrates requirement, project, release, and statistical measurement management, enabling online flow and monitoring of non‑performing asset evaluations, clarifying responsibilities, standardizing processes, and providing high‑quality, efficient technological support for business risk control.

The DevOps assessment positively impacted management (process and policy optimization), technical capabilities (significant improvements in requirement, environment, configuration, CI, automated testing, deployment, and metrics), and the team (enhanced engineering practice, creation of internal engineering and agile coaches, and deeper DevOps adoption).

Changjie Tong – Small‑Business One‑Stop Service Platform

As a member of Yonyou, Changjie Tong provides a platform that offers social, personalized, service‑oriented, and lightweight business management for micro‑enterprises. By leveraging SaaS and high‑frequency customer interaction, the platform extracts customer value and meets diverse cloud service needs of micro‑enterprises, driving digital business transformation and growth.

DevOps Capability Maturity Model Overview

The "Research and Development Operations Integration (DevOps) Capability Maturity Model" series is jointly developed by the China Academy of Information and Communications Technology, the Cloud Computing Open Source Industry Alliance, the Efficient Operations Community, BATJ, and major financial, telecom, and internet enterprises. It is the first comprehensive, authoritative DevOps series standard in China, recognized by the Ministry of Industry and Information Technology and adopted by many leading firms.

The standard was formally concluded in July 2020 by the United Nations‑affiliated standardization organization ITU‑T, becoming the world’s first international DevOps standard. The assessment framework covers agile development management, continuous delivery, technical operations, application design, security & risk management, and system & tool evaluation.
