How Chinese Banks Are Accelerating IT Efficiency with DevOps Maturity Assessments
The CAICT-led DevOps Capability Maturity Model has guided 22 major Chinese banks through 127 evaluation items, revealing extensive adoption across state-owned, joint‑stock, and city commercial banks and highlighting the model’s role as a nationally and internationally recognized standard for improving IT efficiency in the financial sector.
In the context of digital transformation, enterprises adopt DevOps to improve IT efficiency. The "R&D Operations Integration (DevOps) Capability Maturity Model" series of standards, led by the China Academy of Information and Communications Technology (CAICT), provides strong guidance for the industry.
To date, 22 banking enterprises have participated in the DevOps capability maturity model assessment, completing 127 evaluation items.
State‑owned commercial banks and subsidiaries (6 banks) – 46 evaluation items
Joint‑stock banks (7 banks) – 61 evaluation items
City commercial banks and other financial institutions (9 banks) – 20 evaluation items

The "R&D Operations Integration (DevOps) Capability Maturity Model" series was jointly developed by CAICT, the Cloud Computing Open Source Industry Alliance, the Efficient Operations Community, BATJ, and major financial and communications enterprises, making it the most complete and authoritative DevOps standard in China. It has been published by the Ministry of Industry and Information Technology and adopted by many leading firms in finance, communications, and internet sectors.
The DevOps standard was formally concluded in July 2020 by the United Nations‑affiliated standardization body ITU‑T, becoming the world’s first international DevOps standard. The overall DevOps architecture includes processes (agile development management, continuous delivery, technical operations), application design, security and risk management, system and tool evaluation, business value management, collaborative development and operations, continuous testing, performance measurement, platform engineering, and reliability engineering.
