The "R&D Operations Integration (DevOps) Capability Maturity Model" series, led by the China Academy of Information and Communications Technology (CAICT), provides guidance for evaluating and improving IT capabilities.

Bank Participation and Assessment Numbers

State‑owned joint‑stock banks such as China Merchants Bank, Shanghai Pudong Development Bank, CITIC Bank, Ping An Bank, China Everbright Bank and China Minsheng Bank have collectively completed 39 DevOps assessments.

Case Studies

China Merchants Bank began exploring DevOps four to five years ago and, two years ago, committed to deep investment. It views DevOps as the foundation for agile technology and business, aiming to improve developer experience, streamline processes, and foster a culture of continuous improvement.

CITIC Bank evaluated three projects, including the “New Personal Mobile Banking” system, a high‑traffic A‑class application. The bank faced challenges with monolithic architecture and adopted new configuration‑management and continuous‑delivery practices after multiple trials.

China Minsheng Bank – Minsheng Open Platform is a unified open‑banking platform built on a container cloud with micro‑service architecture, supporting millions of visits and offering comprehensive cash‑management services.

Shanghai Pudong Development Bank emphasized skill training, automated testing, and metric‑driven DevOps measurement, establishing a measurement system based on CAICT standards across projects.

China Everbright Bank highlighted its self‑developed POIN platform (Java‑based micro‑service foundation) and a cash‑management cloud service, achieving high build success rates and rapid build times through DevOps metrics.

Ping An Bank – Smart Due‑Diligence System integrated security (DevSecOps) via the Starlink platform, embedding security requirements throughout the development lifecycle and adopting a “security‑left‑shift” approach.

Ping An Bank – Starlink Platform serves as a strategic product for digital transformation, providing end‑to‑end value‑stream delivery, automated pipelines, and fine‑grained performance metrics.

Standard Overview

The DevOps standard, finalized in July 2020 by the International Telecommunication Union (ITU‑T), is the world’s first international DevOps standard. Its assessment framework covers agile development management, continuous delivery, technical operations, application design, security & risk management, and system & tool integration.
