How China’s Top Firms Achieved Leading DevOps Maturity – Assessment Insights

Domestic and international large‑scale enterprises have demonstrated that standardization and tool empowerment are key to success. The DevOps standards and a standards‑based continuous delivery pipeline platform can significantly improve quality, efficiency, safety, and agility, enhancing market competitiveness.

On April 26, 2022, the China Academy of Information and Communications Technology (CAICT) announced the fourth batch of DevOps system and tool evaluation results.

China Zhongjin Wealth Securities Co., Ltd. ("Zhongjin Wealth") participated in the CAICT’s "Research and Development Operations Integration (DevOps) Capability Maturity Model" system and tool technical requirements assessment. Its pipeline module passed the Excellent level, indicating that Zhongjin Wealth’s DevOps system and tools have reached a leading domestic level.

The assessment was conducted by CAICT. Deputy Director Ms. Li Wei of CAICT’s Cloud Computing and Big Data Institute presented the results.

The Zhongjin Wealth DevOps platform began construction in April 2021 and went live in September 2021. The pipeline module was built through a collaborative approach, aiming for automated workflow orchestration. Teams can use the pipeline to automate end‑to‑end processes such as code commit, artifact management, deployment, release, automated testing, and environment management, achieving efficient delivery. It extends build management and continuous integration.

Currently, the platform serves nearly 300 users, with over 1,500 pipelines, close to 100 plugins, and integration with more than 20 systems. It supports various build methods including Maven, Gradle, NPM, iOS, Android, Python, and C++, as well as both virtual machine and container deployments.

By integrating pipeline tools with engineering practices and built‑in quality activities, delivery efficiency for some projects increased threefold, the 85th percentile delivery time shortened to 3.29 days, and defect density decreased by 35%.

To date, 52 leading enterprises from various industries have participated in the DevOps Capability Maturity Model assessment, covering six major state‑owned banks, joint‑stock banks, city commercial banks, internet, securities, insurance, and telecommunications sectors.

The "Research and Development Operations Integration (DevOps) Capability Maturity Model" series of standards, led by CAICT together with the Cloud Computing Open Source Industry Alliance, Efficient Operations Community, BATJ, and major financial, telecom, and internet companies, constitute the first domestic and international DevOps series standards. They are the most complete, authoritative, and industry‑guiding DevOps standards. The CAICT‑led DevOps standards have been issued by the Ministry of Industry and Information Technology and adopted by many leading enterprises.

In July 2020, the DevOps standard was formally concluded by the United Nations‑affiliated standardization organization ITU‑T, becoming the world’s first international DevOps standard.

The DevOps standard assessment framework mainly includes agile development management, continuous delivery, technical operations, application design, security and risk management, and system and tool components.
