How China’s Auto Industry Is Leading the Way in DevOps Standardization

On May 29, 2024, China’s Central Cyberspace Administration, the State Administration for Market Regulation, and the Ministry of Industry and Information Technology jointly issued the Information Standardization Construction Action Plan (2024‑2027) , emphasizing the promotion of internationalization of information standards through active participation in ISO, IEC, ITU and other bodies.

The China Academy of Information and Communications Technology (CAICT) launched a synchronized assessment based on the ITU DevOps International Standard and the domestic DevOps standard, enabling mutual recognition of international and domestic standards. This assessment upgrades scope, certification, and reporting, aligning with the national plan and meeting enterprise needs.

To date, over 100 enterprises across more than 20 industries have passed the domestic DevOps standard assessment. In the automotive sector, notable participants include:

FAW‑Volkswagen: First Automotive Company in Continuous Delivery Standard Evaluation

FAW‑Volkswagen evaluated the “OTD‑Order Delivery Management Platform” and the “Volkswagen Brand Dealer Multi‑Function Ecosystem Platform”. The assessment refined performance metrics, establishing a full‑process efficiency measurement and visualization system. Data‑driven visualization from requirement to release enables rapid anomaly detection and continuous improvement, achieving automation build success rates above 90%, pipeline average duration under 10 minutes, automated interface test success rates above 95%, 100% interface coverage, and unit test coverage exceeding 50%.

System and Tool Standard (Standard 8) – FAW‑Volkswagen

The “R&D Efficiency Platform” is an internally developed foundational tool offering end‑to‑end capabilities from requirement to release, encapsulating DevOps tools to provide services such as requirement management, code entry, build, test, artifact, and delivery.

The “Integrated Operations Platform” supports ITSM, CMDB, monitoring, and automated tasks, enabling process‑driven configuration and monitoring, and linking workflows, configurations, and monitoring through automation for digital transformation of operations.

Chang'an Automobile: Digital Foundation Gaia Platform Continuous Delivery Project

Chang'an’s project implements a one‑stop digital software development management solution, leveraging automation, CI/CD practices to accelerate, reliably, and securely deliver software, reducing errors and boosting productivity and user satisfaction.

The evaluation aligned with DevOps standards and industry best practices, enhancing the Gaia platform’s role in system and tool standards, supporting agile development, secure software, and data‑driven decision‑making for leadership.

ITU DevOps International Standard Introduction

Based on Chinese industry best practices, the ITU‑T DevOps International Standard project was launched in Geneva (July 16‑27 2018) with participation from over 90 representatives from more than 20 countries. The standard Y.3525 “Cloud Computing – Requirements for cloud service development and operation management” was approved in July 2020, defining international requirements for cloud service development and operations.

Domestic DevOps Standard – R&D‑Operations Integration Capability Maturity Model

The model, led by CAICT together with major internet, finance, and telecom enterprises, has been issued by the Ministry of Industry and Information Technology and adopted by many leading firms. It covers processes such as agile management, continuous delivery, technical operations, system and tool integration, and performance measurement.
