Standard Background

On March 5, 2025, the State Council Office issued guidance to accelerate the digital transformation of financial institutions, emphasizing efficient vertical linkage and front‑middle‑back office collaboration.

BizDevOps integrates business, development, and operations to support digital transformation, forming cross‑functional teams and low‑threshold platforms for end‑to‑end delivery and lifecycle management.

On November 27, 2024, the People’s Bank of China and six other departments released the “Action Plan for High‑Quality Development of Digital Finance,” calling for systematic digital transformation, solid digital finance foundations, and agile technology support across multiple service areas.

The “China DevOps/BizDevOps Status Survey (2024)” reports that over 80% of organizations have begun BizDevOps adoption, highlighting the need for standardized guidance.

Domestic Standard Introduction

Led by the China Academy of Information and Communications Technology (CAICT) together with nearly 60 enterprises, the BizDevOps Management Standard “R&D Operations Integration (DevOps) Capability Maturity Model Part 9: Business Value Delivery Management (BizDevOps)” was formulated.

The standard comprises five parts: Business Value Management, Application‑level Service Development, Business Operations, Personnel and Cultural Transformation, and Platform and Tools.

International Standard Introduction

On September 8, 2024, TMF released the international BizDevOps standard IG1374 BizDevOps Maturity Model v1.0.0, led by CAICT, to promote global consensus and effective implementation of BizDevOps practices.

The model also includes the same five parts.

Evaluation Introduction

The evaluation covers the five parts; project‑oriented assessment focuses on Business Value Management, Application‑level Service Development, and Business Operations, while platform‑oriented assessment focuses on Platform and Tools.

Project capability assessment has five levels: Innovation Exploration, Strategic Trial, Operational Promotion, Industry Standard, and Continuous Leadership.

Platform capability assessment has three levels: Innovation Breakthrough, Industry Benchmark, and Excellence Leadership (the highest level).

Evaluation Process

Application → Self‑assessment → Material preparation → Preliminary review → Formal evaluation → Report generation → Report review → Report approval → Certificate issuance.
