On December 24, the China Academy of Information and Communications Technology (CAICT) launched the 2021 GOLF+ IT New Governance Leadership Forum, focusing on “balancing governance effectiveness and building a new ecosystem of technology governance” and “XOPS innovation, guiding the development of operations management.”

DevOps Measurement Model Evaluation

CAICT announced the first batch of assessment results for the “Integrated DevOps (R&D Operations) General Efficiency Measurement Model – System Platform and Tools.” Baidu’s iReport platform became the nation’s first and only company to achieve the industry‑promotion level (Level 2), demonstrating a leading R&D efficiency measurement system.

Standard Overview

The model, jointly developed by CAICT and more than 30 enterprises—including Alibaba Cloud, Tencent, Huawei, and others—defines requirements for system platforms and tools across data management, metric analysis, and metric presentation. It covers agile development, continuous delivery, technical operations, cost management, and organizational management, comprising 17 modules and over 160 items, classified into three maturity levels: Innovation Breakthrough (Level 1), Industry Promotion (Level 2), and Excellence Leadership (Level 3).

iReport Platform

Baidu’s iReport platform provides comprehensive digital R&D metrics through panoramic, perspective, and insight dashboards, supporting value‑stream visualization, full‑scene efficiency insight, and standardized engineering capability. It supports all five scenarios defined in the standard and offers typical use cases such as value‑stream efficiency insight, full‑panorama team management, and product iteration perspective.

Interview Insights

In an interview, Baidu’s Engineering Efficiency Director explained the purpose of establishing a measurement system, the challenges of metric design, and the advantages of iReport, emphasizing visualization of the value stream, data‑driven improvement insights, and a complete engineering capability solution.
