China’s Top Banks Lead DevOps Maturity: Insights from CAICT’s Model
China’s banks are rapidly adopting DevOps, with CAICT’s maturity model showing China Merchants Bank topping assessments across multiple years, highlighting how standardized DevOps practices boost IT efficiency, product delivery speed, and business satisfaction in the era of digital transformation.

The China Academy of Information and Communications Technology (CAICT) leads the “R&D Operations Integration (DevOps) Capability Maturity Model” standards, which many leading enterprises use to assess and improve their IT capabilities.
As of 25 April 2024, joint‑stock banks have participated in the DevOps maturity assessments as follows. China Merchants Bank (CMB) leads among them, passing 28 items (25 continuous delivery, 2 system‑and‑tool, 1 BizDevOps) and ranking first.
Assessment highlights:
No.1 2024 : CMB passed one evaluation (“Lean Star – Version Control System”) achieving the Excellence level in the system‑and‑tool module.
No.2 2023 : CMB’s “Lean Star – Demand Space” passed the BizDevOps value‑management module, becoming the first financial institution to achieve this.
No.3 2022 : The “Lean Star – Pipeline” project passed the Excellence level in the pipeline module.
No.4 2020 : Three projects (ABS, Aggregated Payment, Offshore Process) passed the Continuous Delivery Level 3 assessment.
No.5 2019 : Eighteen projects across various domains (fraud detection, credit‑card apps, data‑warehouse tools, leasing systems, etc.) all achieved Continuous Delivery Level 3.
No.6 2018 : Four projects (Inter‑bank Direct Sales, Queue Machine, Fund Info, Scrum pilot) passed Continuous Delivery Level 3.
Through these assessments, CMB has built an end‑to‑end “Lean” R&D management system, including a JIRA‑based collaboration platform, Docker + Kubernetes continuous delivery pipelines, and a Tableau‑based measurement platform, driving value‑oriented, quality‑first innovation.
